Shippensburg University is pleased to announce its winter 2023 Graduate Commencement ceremony will take place on December 15, 2023 at 7:00 p.m. in the Luhrs Performing Arts Center.

Dr. Ryan Carpenter ’10M will serve as this year’s commencement speaker. Carpenter is a special advisor for the Special Competitive Studies Project, a non-partisan, non-profit focused on America’s long-term techno-economic competitiveness. Prior to this role he was a program analyst at the Office of Director of National Intelligence for Research and Analysis a the National Security Commission on Artificial Intelligence, a staff officer in the Executive Secretariat at the National Security Council and an oral historian in the Office of the Secretary of Defense.

Carpenter earned a Master of Arts in applied history from Shippensburg University and went on to earn a PhD in history from Catholic University. His dissertation focused on the Reagan administration’s budgetary policy and the impact on national security policy.

He and his wife Andrea Carpenter ’11, reside in the Washington DC metro area with their three sons.
